What is a Electronic Cargo Tracking Note (ECTN) Certificate?

The term “ECTN” stands for Electronic Cargo Tracking Note. An ECTN certificate, also known as a BSC (Bordereau de Suivi des Cargaisons) in French-speaking countries, is a document required for the shipment of goods to certain countries in Africa. It serves as a tracking and control mechanism for cargo entering these countries.

The ECTN certificate is typically issued by the shipping agent or a licensed representative appointed by the respective country’s authorities. It contains essential information about the cargo, including details about the shipper, consignee, vessel, container, and the goods being transported. This certificate must be obtained prior to the shipment’s departure.

The purpose of the ECTN certificate is to provide customs authorities with advanced information about incoming cargo. It helps in monitoring and controlling imports, ensuring compliance with regulations, and preventing smuggling and under-invoicing. The certificate also assists in assessing customs duties, taxes, and other fees applicable to the imported goods.

When should we apply for the Djibouti ETCN document?

The ECTN should be obtained at least five days before the vessel's departure to Djibouti to allow for processing time and any potential corrections that may need to be made. This ensures compliance with Djibouti’s cargo tracking requirements and avoids any complications during customs clearance.

Without an ECTN Certificate, what are the possible consequences at the destination port?
Without an ECTN Certificate, customs clearance may take longer, require more inspections, prevent the goods from being discharged, or even result in possible legal ramifications at the destination port.
Can I use the same ECTN Certificate for multiple shipments?
